Nokia recently withdrew their HERE maps from Apple App Store. So you can't download the HERE maps in iPhones or iPads, but you can still access it from the mobile version of HERE maps website.
There are no issues between Nokia and Apple, but the issue was recent changes made in iOS 7, that made the app unpleasant to use, occasional app crashes, zooming failure became regular issues. so Nokia removed HERE maps from Apple App Store.

Nokia officially stated :
We have made the decision to remove our HERE maps app from the Apple App Store because recent changes to iOS 7 harm the User Experience. iPhone users can continue to use the mobile Web version of HERE maps under m.here.com, offering them core location needs, such as search, routing, orientation, transit information and more, all completely free of charge".

Now if truth to be told, Apple is surely not going to revert whatever the changes Nokia has mentioned, so it is unlikely to see the HERE maps re-entering Apple App Store anytime soon. Also the removal means it is one less competitor to Apple's own Maps app.

Apple introduced their own Maps app along with iOS 6, that was said to be one of the main features of iOS 6, but the app was filled with errors as well as lot of major bugs were found, even Apple CEO Tim Cook publicly confessed their fault.

Anyway the app has gone but iPhone users who are restoring from iTunes backup will be able to have it after a restore and can continue using it.

Now from my own personal view, Nokia's Device and service department has been sold to Microsoft and the transition will be completed next month, but Nokia is keeping the HERE maps service to itself. So it may be a monetizing factor for Nokia in future. So, it is expected to see HERE maps coming back to Apple App Store as well as on Play Store.
